For your reactor, just build a Cerges reactor, and connect it on the way from the sump to the main tank. There is no loss of CO2 with a cerges reactor, it's much better than any other option.

Cut the roots. Tie the plant to the wood with brown cotton sewing thread. Or a rubber band. Or anything else. The roots witll regros and hold the plant firmly in place, then you can remove the thread.

You don't add anything directly to the tank. You add it to the new water before you pour it into the tank. So the quantities you use are relative to the amount of new water you prepare, not the size of your tank.

I would still try to cut away the soft parts and keep what seems healthy, and attach it to wood or rock. Plants can come back to life from almost nothing if they have good conditions, so fertilizers, Excel and good lighting would give it better chances.
