You wouldn't need a big heater for a 6gallon tank. Just buy an eheim heater 25watts, though, it doesn't really matter if you get heater with high watts.

I have never heard of veiltale German blue before but I have seen veiltail(which is just another fancy name for long fin). Yours looks more like a balloon German blue ram to be honest, however, I'm not an expert.
You don't need to an established filter media to complete a nitrogen cycle, but it does accelerate the progress. All you need to start the cycle is an ammonia source, you can get ammonia by rotting food, ammonia chloride or fish in cycle!

Diatom is not bad! It flourishes when there's silicate in the water(which is mostly found in new setup), so it will go away once silicate is depleted. If you can wait for it to go away by itself, then the best fish to get will be otocinclus. They will eradicate diatoms in a few days.

Ya, with ottos I recommend the drip acclimation method. It's what I do with all my fish.
If you are to get SAE, just get one. And don't feed it too much algae wafers to encourage them eating algae. They do get lazy when they get older though, so buy them when they are juveniles.

You don't wanna be doing large water changes weekly if you don't have a high tech set up though, the fluctuation in co2 will cause an algae issue.

No, they can't. Firstly, Goldfish requires cold water and Bala sharks requires warmer water. Secondly, Bala sharks is semi aggressive when they are older so your goldfish may get bullied.
