Proper maintenance for me means the following.
Daily Stuff:
-Mag float the glass
-Top off with RO/DI water
-Visual inspection
-Check Temperature
Weekly Stuff:
-20% water change
-Change filter sock
-Clean Skimmer cup
-Test Parameters
-Change Carbon/Phosban if needed
-Clean Powerheads if they need...
I would also agree that you need to strip the tank down and start from scratch. Taking short cuts in this hobby is a recipe for failure and a mighty big waste of money.

I would do a 30-40% pwc as Greycoyote suggested, but besides that, you've done all you can. Just have to wait and see. Also, make sure you thoroughly clean out the light fixture to try and prevent any corrosion. You may be able to save the fixture.
