I would invest in a Phosphate test kit. Anemone's are very sensitive to Phosphates. I am not sure about the type of lighting for you Anemone. I only know that bubble tip Anemones do fine in low light.
I found that a skimmer is a great tool if you have a tank outbreak of a disease. I have run tanks with a skimmer and without. I have had much better luck with the skimmer, especially if you have live rock.

I have had luck with my two bubble tip anemones. Some things that I can think of off the top of my head are
1. They look horrible while going to the bathroom.
2. Anemones die quickly in High Phosphate waters. Are you testing phosphates?
3. They look horrible first thing when the light comes on...
I would definitely watch the phosphate levels. You probably already know this but, the phosphate test was the last test I learned. Keeping phosphates low will help with the algae spreading.
You could go with live base rock and then some type of premium rock. I have seen base rock for 1.50 a pound and usually it has plenty of critters to start with. Then add some premium live rock to spice things up. I have had good luck with base rock.
