Well I'd go with a piece of hardscape then. Either that or DIY fan on the output. Like a piece of acrylic to spread the flow out along the surface instead of just dumping it in.
If your inclined, you can just put a rock or piece of driftwood where the water falls back into the tank.
What size tank? I perfer a canister on anything over 10g myself. :P

I've heard that kuhli loaches, the smaller snake like loach, will eat the eggs.
Gotta watch those, if anything touches the dial it could cause it to stick and not rotate properly and strip out the mechanism. So make sure none of your wires will touch the dials.
Is it albino or is it grey? I've kept the tiny little greyish frogs from places like walmart, petco, and petsmarts for years. None of them ever got a body longer than 1.5-2 inches long and they are kinda dumb. Never lost a fish to one either. In fact I've lost several frogs to gouramis...
