Yes definitely if done right. But it is a lot more difficult to maintain a small tank. I suggest you do lots of research before you jump on it or you're gonna end up losing lots of money and then hate the hobby.
IMO I think a sump is always worth it. It's easier to do wc and you can stick your heater there and even add a skimmer if you wanted too. I had one on my ten gallon nano reef.
Im pretty sure you can support mushroom with the led they don't need much light plus it's a pretty shallow tank too. But why don't you get two double bright and be sure it will support the mushrooms, you'll still have money over the t5s
I don't think you can add, but you can change the lighting system but I will require you do remove your hood. Too answer your question yes there is lots of lighting option for you.
I don't think any coral will be happy under that light. Like everyone else is saying get some pc/t5/mh/led if you want corals and save your self a headache.
