This stuff will make you want to pull your hair out ..
It will cause you to cuss it out ... I had almost trashed the tank because of this stuff, I changed out LR I did every thing and this stuff was satanic !!

Do check with another kit ... tests tend to expire about 6 months after opening (this came directly from API , when I had issues)

Seems pretty good the emerald may give problems later on ....
You could safely fit one small fish such as another clown ,or even a cardnial fish in there with the list you have , it is reasonable :D
spirorbid worms they are common with excess nutrients ... Will come and go often found in new tanks where things are not settled down .. Scrape off with a razor ... They are harmless filter feeders :D HTH
Fish are mysterious ...in that we dont quite understand all behaviours ... You can try to tweek that PH and see if it helps a bit ... and get some plastic seweing canvis that you can try and "seal " off the area of the over flow the plastic comes in clear , white , blue , black etc and costs...

The hawk and dotty are caution in a reef , You have a huge bio and this may be a big part of your issue ( too many tangs in a small tank , a tank this size will not support tangs ) thus causing issues with the basics of NitrAtes ...are you testing other things besides the basics . If so what are...
