Check the pH to see if it is low. The fish is probably very weak from starvation and can't resist bacterial infection. I would keep the fish in quarantine, reduce the salinity to 14ppt (SG about 1.009), treat with Nitrofurazone (Furacyn) and feed the poor thing some live or frozen blood worms...
White spots are not always ich. I don't have any proof at this point, but I sucspect that the white spots that are often seen on hippo tangs may be something other than Cryptocaryon (ich). If your display was fallow for 6+ weeks before adding the quarantined tang it doens't fit the life cycle...
Uronema is very small, difficult to get a good sample and difficult to identify for these reasons. My first guess would be brooklynella.
