+1 on the dwarf seahorses. The live brine also needs to be relatively young. They are also super sensitive to water parameters. Just something to think about.

Definitely either a neon or a clown goby would work. A couple hermit crabs and some snails too. If you want bigger fish, you'll honestly just need a bigger tank.
Depending on the clown and how frequent the water changes, you could put one in a 5. But I would be very wary about putting any fish into a tank that small. I'd say you're better off putting one in a 10g or two in 20g.
I think theres just too many benefits to pass up. I see your concern, but if anything, the sump will make sure your tank stays balanced. Added water volume is always a good thing.
I wouldn't worry too much about both of the tangs, seeing as the tank is large enough to where the two have ample space to swim. You already have one tang, so dominance has already been established, so to speak.
