You have not given enough info on your water quality for anyone to base advice on......Please give your tank temp, ph, ammonia, nitrite, and nitrate levels.....How much water do you change out and how often?
Salt or meds are going to affect some plants, even at half doses....You can up the temp as close to 90*F as you dare and hope the ick organisms die before your fish do.....I haven't had ick in over 20 years so I am not up to date with any current meds that might work for you.
To simplify things; why don't you get them to give you the whole mess...Then you could start it from scratch in your on home....Just convince them of the cruelty of allowing fish to suffer as they have been doing and probably will do again as soon as you leave.
What do you consider a "fully cycled" tank if it is an 'on going process"?.......Note: when a tank is started from scratch it will take considerably longer than 12 hrs. to convert the ammonia and nitrite to nitrate.

Soak them in a solution of bleach and water for several hours..(1 part bleach to 19 parts water).....Usually plastic plants that old have lost color and stiffness and don't look very good no matter what you do.....Good luck.

They are primarily a nocturnal fish....They will eat most anything you feed...If you do not have a good hiding place for it and your tank is brightly lighted, the fish will be stressed.....Try feeding it when the light is off.
If you attempt to clean it all at one time you will stress and kill the fish......If you put the fish in a bucket they will stress.....

Autopsywoman, what is the name brand of the Nesseler type kit that you have?....Most test kits do read total ammonia (Nh3 and Nh4).....Most water conditioners reduce the total ammonia to Nh4 which will still affect the test result....Also a low ph reduces Nh3 to Nh4.

Bolivian Rams are a more robust fish and will do well in a community aquarium until spawning happens....Tap water with a ph of 7.0 is something most of us would kill for.
