Chloromines do effect some test kits but not all. They will give you a false reading. My water also tests 1ppm of ammonia. I use the Aquarium Phamaceuticals test kit.
Did you seed your new filter from your old one? If you just switched filters suddenly...then you might have restarted the cycle from the beginning as the majority of your bacteria live in the filter and some in the gravel.

You should not see a pH spike. If you are seeing changes then it could be the water changes. It takes 24 hours after you put new water in to get a real pH reading as direct tap water will change wants it sits for a while. I wouldn't worry about your pH unless it starts going drastically in...

There is no need to add chemicals to your water as that can have unaccountable consequences. What you are probably experiencing is an bacteria bloom from cycling your tank. You can do water changes or wait and it will go away given time. It should be harmless.
I think a better way of cycling is doing exact ammonia dosing daily. You can get Clear Ammonia from Walmart and dose up to 3-5ppm and maintain that level daily. This way is a bit more exact than the shrimp method.
