Sounds like it! How long since you started? I would back off on the ammonia to 2 ppm daily (and make sure it goes to 0ppm in 24hrs) until you see the nitrites drop to 0. At that point, you should be able to add 2ppm ammonia, and it should be able to clear both the ammonia and nitrites to 0ppm...
