I have 13 krib fry that are 3 weeks old and growing. Should I put them into a nursery tank and let them grow there before I re-home them to friends or should I leave them where they are with their parents?

Ammonia is too high! It should be at 0. That is enough to cause grief in fish. Better do some water changes.
