It is a filter. It does put a lot of air into the tank so I don't really think it is a lack of oxygen. The fact that only one guppy is acting this way leads me to believe it's not something that is bacterial or that could be spread. Do you think it is possible that she's just bloated?

The tank has four plants in it. Do you think I still need to add salt?

Correct. The fins look totally normal.

This picture is from two days ago, but it may be a little more clear.

The tank has been set up since August and all of the inhabitants have been in the tank since. Her fins really don't look any different to me. The only conclusion that I have been able to come to is that she is bloated.

Her tail/most of her body is resting on the gravel and she is not making any efforts to swim; she is just limp.
