Have you tried taking out one sponge filter? If you have no fish = no waste, so your want that to build up. Have any friends that have established aquarium or can you ask your LFS for some used filter media? Either that or get some bottled quick start and you will be good in short amount of time.

I would recommend a Betta - he (assuming you would get one male) would do very well in there, you could even do a mystery snail, some shrimp... I have a community tank setup like that with some tetras as well, very fun tank!

Can you turn down speed of filter? Can you add a sponge to intake? Also a tip to turn off filter while feeding and turn back on after fish have finished eating.
