I don't have an exact answer, but I have them in one of my breeding tanks as well, they like my floaters. They haven't harmed any of my plants or animals, so i think they're probably lice or some sort of water beetle.

Honestly, you don't have to be buying preconditioned water, it's probably cheaper to just buy a water conditioner and it's super easy to condition it yourself. Filter pads aren't the most efficient type of filter media, go online and buy some filter floss or an aquarium sponge, it's way cheaper...

You could get a dwarf gourami species, just have a quarantine tank prepared because they are known to harbor sicknesses like the Gourami Iridovirus. You could also get an angelfish or two, if i'm not mistaken, or a female betta if you have enough hiding spaces.
