I have purchased many fish at Wal-Mart with no problems. However, I believe it depends on the Wal-Mart. Some are good, others not so good.

Could you get a photo of the black skirt tetra? It may help to id what the problem is, or if it's just natural coloring.

I've seen plants much larger than yours still attached and both mother plant and the "babies" were doing fine. I do believe that the plant will grow faster disconnected and planted, but if you like it that way, then it should be fine until you are ready to plant it.

My first thought on the cause of this is internal parasites.
