They are mandarins which are dragonetts. Beautiful fish, pod eaters. Their mating ritual is second to none. The male and femal will show their flags to each other, and if she's feeling frisky, they lock fins and do a twirling dance upward. Our scooter dragonettes used to do it almost nightly.

depends, the way i understand it if you plant very heavily from the start and with this much light you would want to supplement co2, otherwise your gonna have an algae problem. You could also raise the light higher if necessary. of course this is all assuming this is a mh fixture. I have a 250...

an oscar needs at least a 55 gallon just for itself. even bigger would be better. Mine is in a 180. They can get big, maybe 8 inches in a year.
