you probably don't necessarily need the protein skimmer with the live rock in that small of a tank. It'd be nice but you don't necessarily need a protein skimmer on any tank, but its a great idea.

I saw a blue lobster at the LFS and I was told they only get about a half a foot....but im looking on liveaquaria and its saying a foot or a foot n a half for a spiny blue lobster and so does marine depot...are we talking about the same lobster?
possibly cyano...im having the same problem...do a water change and siphon all of it out and then use RO water and cut back on ur feeding. Could be diatoms as well...just make sure ur using RO water
