I had this happen in my tank. Mine was caused by the spiking of NO3/NO3 durning the first cycle, and having the aquarium light on to long. Basically choke that stuff out by keeping your light on for only 8 hour periods.

I have have had the clowns for about a month and a half. They were the first fish in the tank. The white spots look like grains of salt and are on both the fins and the body.
