Are you sure the thermometer are using is accurate? It could be off and the tank may actually be warmer than it indicates. I would check with another thermometer just to rule it out.

The water changes are small. Roughly 10% each change. I am not worried about the incoming temperature with such a small water change. My tap water does have chlorine but most of that is filtered out through the whole house filter before it goes to the tank.
