What is the difference between a FO tank and a FOWLR tank? (Other than live rock.) Does the FOWLR tank require special things?

I am thinking of starting a SW aquarium and was wondering what I would need to do so. Are there any good books I should get. I will research heavily before starting in. Any advice/suggestions? I will most likely start with a 20-29 gallon tank.
