When should the blue and white lights in the tank be turned on? and for how long?

We are starting a new marine tank and seem to be using alot of salt and it doesnt seem to reach the correct amount in the water (1.025).... is it normal that a new tank takes this much salt... Almost 17kgs in approx 300litre tank??? we have sump , protein skimmer , chiller and heater.

**** set up stage, Cant wait to get real fishies.

We just bought every thing we need for a marine tank set up, have just put in the sand.. just a quick question why do we need both a chiller and a heater???
