Bigger is better for a turtle tank. You will need decorations for the turtle to rest on at the top of the water as well as a basking area with uv light and heat bulb. I would go with musk turtles for a beginner turtle. Also make sure your filter is too big for the tank as turtles are very messy...
What sort of turtle are you thinking of getting? Plants will most likely get. Ripped apart and eaten and cause mess in the tank just as heads up. Tank sounds cycled to me but I would invest in a better filter

Have fed in the tank so far and been fine. There's two map turtles in there (or that's how they were sold). They have a floating log thing from Internet and seem to spend most their time on that so can chill in water and breath. They have uv and heat in there too

Smaller want necessarily sort it you need a male if you have had one for a while. The easiest way to find female it to take one from an established pair but harsh on clownfish other way is to buy very young

To my understanding as long as it is different species it should be fine. I have never tried it though but if I was going to I'd add both at the same time or rearrange rock work before adding second one
