I would advise to go ahead and put him in your display tank if he looks healthy, they don't need a lot of space to "swim", but they do like to move around a lot and hide in the rocks all over the tank.
I use ocean water for my 75 gallon tank, but I always get it a couple of miles offshore or in a rural area to avoid putting pollutants in my tank. I also like to store it in 5 gallon jugs for a while to try and kill off bad pathogens just in case.
You might not get to see your brittle starfish very often as they tend to be nocturnal and come out mostly at night. I have a chocolate chip starfish who is very active and out at all hours. I would also advise staying away from a linckia starfish as they are very fragile and hard To care for.
I don't know anything about "liquid garlic" to feed fish, but I feed my fish strips of seaweed that contain garlic in them so I would suggest trying to feed him something like that. All my fish enjoy them!
I currently own a valentini puffer and he gets along great with corris wrasse and my 2 clowns. The only problem I've had with him is that he sometimes likes to nip at my starfish, but other than that, He has been a great addition to my tank!

He's probably just not acclimated to his new home yet, sometimes it's a week before they'll finally eat, just give him some time, he'll eventually eat.
