Plants and water changes will reduce the nitrates, but I've had mine go up that high without killing the fish. However, if I noticed it that high I would perform a 20% water change.
Could be lack of oxygen or too much co2 if you pump that into the tank. Also, how often do you do water changes? How much water do you take out for the changes? How well do you condition the water? What type of filter? Lots of variables.
I'm glad everyone likes it. Right now, I'm working on a co2 system for plants. Might go the yeast route since I do a lot of beer brewing anyway. I even made a DIY drop checker, but I'm unsure it's working properly.

Come to think of it, I became real frustrated with the levels not declining and didn't do a water change for two days and then when I went to test the water before changing it, it cycled. I only had two Mollies in the tank at the time, but they lived throughout the whole process.
My 20 gallon took nearly 2 months, but that's because I added too many fish and added ammonia removing chems and medication for ich. The tank started cycling once I flushed all those mess out. Best to cycle with two small fish and gradually introduce more one at a time. A 10 gallon is actually...

My mollies do that sometimes. One has been doing it for a month. I assumed it was trying to breed. It could be stressed though. Water temp within normal range?
Liquid tests. I haven't moved a thing. Maybe this isn't ick, but a fungus? I cleaned out a cave where the one infected pictus sits all the time and there was a bunch of uneaten pellets with mold on them. The fungus is white. I cleared out all if it I think.
