try pointing a powerhead towards the water surface to break up that film my tank got it too then i started pointing a power head towards the water surface

rock placement is more of a personal thing its really what you like just look around on google or pinterest to see the different aquascapes and go with which one you like heres mine now been setup for about 15-16 months and it started like this a year ago
