    Are they actually floating or are they being pushed up by the sponge underneath it? If the sponge gets clogged with debris the water sometimes can push up the sponge, which in turn pushes up everything above it (in this case your ceramic rings).

    If you really want the fish to have that "glowing" look to them make sure to use a fluorescent black light as they produce ultraviolet light which creates the "glow" effect, and incandescent (the kind with a filament inside) bulbs do not.
