High quality delayed start ballasts will save you on bulb life. Unless you have a cheap source for bulbs the long run costs for quality bulbs (or the life that depends on them) will be comprimised to some extent. But dirt cheap you can scrape up raw magnitic balasts here and there and ebay. I...

Are both the fans blowing air in? I think thats what I would have tryed first (since the back of the canopy is open) and yea mounting them internaly would have been cleaner, but it wouldn't show off your DIY skillz J/K :-P

Its kind of like installing a NO tube one way and then flipping it over and installing it the other way.. if you have tabs on the bulb and socket it should matter otherwise it should still work.

three 48" T-8 floresents at 2X ODNO would get you about 2WPG The $10 home depot electronic ballast fixtures come with (2) F32T8 ballasts, when wired with both power leads to one bulb your 2X ODNOing the bulb. 2X runs cool and wouldn't need active cooling (a fan). This would save you some space...
