How do I get rid of micro bubbles from going into the main tank? My protein skimmer and sump pump is in the same chamber...any tricks?

Can I use tap water to start/cycle my tank then use RO water for top off and water changes?

Is this protein skimmer working properly? I just hooked it up but it's not making bubbles.. Or do I have to wait? It's a sea clone 100.. I'am i missing something?
