Can you pick up a gallon or so of water at a time? For a system like yours changing out small amounts two or three times a week would aid in replacing any trace elements. IMO water changes even on this small a level is almost always a win win proposition.

When it comes to skimmers you pretty much get what you pay for. I don't think you will like either of the ones you linked. Better to wait until you can afford a better one than to throw away half the money you need on a good one buying a piece of junk.

I would not advise stacking your buckets that high. Eventually the ones on the bottom will start to cave in under the pressure. Three gallon buckets get stacked three high only as a general rule of warehousing.
