That is def Cyanobacteria... Good luck with getting rid of it... Reduce dissolved nutrients and you'll likely need to dose with erythromycin at 200mg/10gallons for a while to get rid of it
What's the temp in your aquarium? Elodea is typically a cooler water plant. I've used it in tanks 76F and above and it discolors and starts shedding itself

Blue-green Cyanobacteria (a.k.a. Blue-green algae) is a slime type outbreak. If left in an aquarium in overwhelming amounts, it will foul the water and kill your fish.
Sounds like you might be dealing with some blue-green Cyanobacteria... Usually an indicator of poor water conditions and/or high dissolved organic waste. Pictures would be helpful in the diagnosis though...
