Which is better for circulation in freshwater aquarium?

A powerhead will circulate the water better than an airstone. If the powerhead is aimed towards the surface and gets you good surface agitation they will both provide similar results oxygenating the water.

Choosing a powerhead vs bubbles will depend on what is in the tank. If the items don't like high water flow, a bubbler is better because it's the bubbles bursting at the surface that is adding oxygen to the water so you don't need high flow to get oxygenation.
