Yes, algae is a sign of a healthy tank.

not always, could be the sign of impure water and trace elements.

The natural progression of algae in a SW tank is from diatoms to green hair. I would say that as long as the hair is not growing out of control and your cleanup crew is taking care of it, then your tank is right were it is supposed to be.
