Betta frayed fins

I have a had a betta for a little over a year. Lately I have been not keeping up with the 3 gallon tank I have her in. Her energy is good and she eats well. However her fins have started to deteriorate. What can fix this?

Clean water. Bettas are remarkably strong to regrow their fins as long as they have good water and a good high protein diet. Unless the edges of her fins are bloody, doing frequent water changes should get those fins growing again. If you can't do it daily, do it every 2 or 3 days.
Also, the fins are not going to grow overnight so it will all depend on how severe the decay is as to how long it will take for the fins to heal.
