Is your sand bed constantly stirred? Id say yes because the tank is still young so it hasn't developed a ton of the bacteria under the sands surface.

I would do it before your next wc just to be safe. It can be stressful on the livestock so I'd try and plan it out as much as you can before moving any rock to make it as fast as possible

It's more about ensuring that water will flow through your rock work and not having any dead spots for detritus to settle
