cycle question

ok, it's been about 3 1/2 weeks since i put in the shrimp to cycle. the highest my ammonia got is 1.5.

todays readings are:

ammonia 1.5
PH 8.2
nitrites .75
nitrates 7.0
sg 1.025
temp 76
how long should i leave the shrimp in? when can i start adding my refugium stock (i.e. culerpa, live sand, live rock)?

man, this is taking forever!

no lights are on. no skimmer

dude take out the shrimp and put some lr in there and such. also do a water change. Mine never broke 1.0 ammonia and I'm about 2 weeks.Now I am back down to sub .5
