dual 400W mogul vs dual 250W HQI

alright guys, here's the deal. I am buying lighting for a new 75 SPS/Clam tank. I can get a dual 400W mogul base retro kit for the same price as a 250W dual HQI ballast w/o sockets. Is dual 400W overkill? What would you do?

On a 75, I do dual 250W mogul. I think either of the two are overkill on a 75. But if I was gonna do one or the other...I'd probably go with the 400watters.
