I think that the costs of creating something like that from scratch would be more expensive than just going and buying one. I would be interested to see it if you do make one though.
I think I saw a guy hook up a Lego motor to a timer and the motor spun a film canister of food that had small holes on one side a couple times and it would feed the fish auto twice a day for 2-3 days at a time
