Help with new tank

Hello
I just bought a new tank that has been cycling for a couple days. I put in the substrate that is for plants. Then I put some rock pebble in and now I'm seeing flakes that feel like a waxy plastic. The filter is catching it, but not enough. Is it from the rocks? Do I have to start over?
I have a beta, dwarf ost sucker fish, dwarf African frogs and snails along with all my plants in my old tank currently.
 
Are these waxy plastic flakes floating around in the water, or on the surface or covering something in your aquarium?

Can you post a photo?

Did you rinse all the substrate before you put it in your aquarium?

Is that first photo a solid layer of this flakey substance?

Id try and remove as much as i could, scoop it off the surface with a jug, dispose of it down the sink, refill the aquarium and see if it returns.
