How do you treat fin cramp/clump?

How do you treat fin cramp/clump? I have a fantail whos fins are clumped together a little and arent as elastic, or soft as the other fish.

Fin 'clamping' is a sign of distress or illness (in bettas at least), so maybe check to see if there is anything else wrong....
