Lighting for my quarintine tank

Would Two 10w 50/50 Mini Compact Fluoresent lights be ok to use for my quarintine tank with maybe 2 pieces of live rock and 2 sponge filters be enough for a 45 gallon tank that will only be about half way filled up.
 
also in this quarintine tank with about 20 gallons of water would an Acura 100w (Tetra) heater be ok to use or would it be too much heat or not enough heat.
 
It should be plenty for a quarantine tank, although I do not recommend the use of LR. LR will make medicating more dificult and if you remove it, your removing your nitrifying bacteria. I would recommend several large pieces of PVC, some lebows couplers T's etc...this will give the fish a place to hide and won't interfere with medicating if necessary. FWIW, light is not needed at all for a quarantine tank.
