Muddy layer in my Southdown sand?

I recently got a hold of southdown sand. I rinsed the sand some and scooped it into my tank. I ran the powerheads and it stayed cloudy, so I turned off everything and the sand finally settled. But I noticed a thin white layer on top of the sand that is very muddy-like and any movement causes the stuff to cloud the water. Anyone had this experience with the sand and how I can remedy this? Thanks.
 
With some time the larger particles will filter their way to the surface. If that silt layer really bothers you then you could gently sypohn it off by holding a hose above the sand bed and wiffing your hand gently over the sand bed.

Once your tank progresses you will find this sand does not cloud up as much as it does now.
