PLEASE HELP Dropsy?

Okay so, I hade a tank that has beta, rummynose and cardinal tetras. Few weeks ago the beta had drop and died and now one of my cardinals tetras have bulging eyes and the scales look like they are starting to sick out so I'm thinking the drosy has passed one but I have no clue.

What do I do to fix this.

It sounds like your fish have an internal bacterial infection. A common result of this is dropsy because the infection has damaged the organs that regulate the fluid in the body. The bulging eyes is also a sign of a bacterial disease. It would be best to euthanize the cardinal before it dies so that the other fish do not try to eat the dead fish and catch the infection. Unfortunately, once the scales start to protrude, the chances of curing the problem that caused this condition are extremely low. You need to check your water parameters and make sure nothing is causing poor water conditions which can be a cause of internal issues with fish. Past that, because of where you are, you would need to contact a Veterinarian to get antibiotics for the fish unless you can get a food which contains an antibiotic in it and the fish are still eating.
