Strange platy

I have a platy who keeps floating (the right way up) on the surface of the water, sometimes for hours. He then has a flurry and darts about the tank for a minute before going back up to the top. He is eating and doesnt seem to have a problem swimming when he gets going so I dont think he has a problem with his swim bladder. I dont know whether he is just lonley or if there is something wrong (if there is then I dont want to risk a new fish).
Any Ideas anyone? :?

Don't add any new fish and answer these Qs and we will figure out what is wrong with the platy.
~What are your tank parameters (ammonia, nitrites, nitrates, temp)?
~ How large is the tank?
~How many fish are in the tank? What kinds of fish are they and what are there current sizes?
~When is the last time you did a water change and vacuum the gravel? How often do you do this? How much water do you remove at a time?
~How long have you had the fish?
~How long has the tank been set up?
~Have you added anything new to the tank--decor, new dechlor, new substrate, etc.?

Our tank is approx 12 english gallons
The ammonia nitrate and nitrite are all 0
The temp is 24C
We set the tank up about 4 weeks ago and have had 6 neons, 2 guppies, a platy, a fighting fish and a bronze catfish added gradually.
The neons started dying a week ago (just after we got the platy and catfish) and are now all gone. All other fish have also died (the platy and the last guppie went today :( ) over the last few days except the catfish which looks perfectly healthy.
We dont know what to do now as we cant reset the tank because of the catfish.

Sounds like it may not have been finished with the cycle.
