I have a 29 gallon tank, with both a filter pump and underground filtration system. My underground filter, however, does not pump the air to the top "Dome" as it where. I just bought a pump for a 40 gallon, thinking that the extra power would compensate for this problem. Yet there are lots of bubbles... but the ait still does not quite push to the top of the dome. It dose a little up and down movement. This tank was set up in January, and I am trying to understand what could cause this? There was nothing clogged under the filter, when it was set, and we are using both the larger and smaller gravel. All the equipment is locked in place and not blocked.. any ideas?

Hmmm, it's surprising for sure. Are the UGF outlets above the waterlevel? At anyrate, I would recommend removing the UGF and going with Either An Emperor 280 or a penguin biowheel 330, they will provide better filtration, oxygenation and easier to clean. UGFs are mulm traps and are a pain to keep clean. If you really want to keep the UGF, I would recommend using powerheads rather than an airpump, preferrably reverse flow powerheads.

I agree, the only way to run a UGF is with powerheads, but I also agree they are more a pain then they're worth.

Even though a 29 gal is fairly small, have you thought about a wet/dry. You can put under the tank inside the stand and you can hide all other equipment in the wet/dry. All you really need is a return coming back to the tank. No tubes and no powerheads (unless you just want extra current).
