Using soft silks until i can figure out problems

So far my only reliable growing plant are "java ferns" and my lucky bamboo (bamboos like nitric fertilizers, and lucky bamboo doesn't drop scads of silicates like big bamboos do. i wasn't sure about fish and silicates so i didn't use my big plants. that I have in the baby tank) The baby gourami love them and the evergrowing snail and algae leave them be. Levels of ammonia ZEEroh. The nitrite reading registers over zero every 6/7th day. (it was spiking horribly every 3rd day..that is why i threw the bamboo in as a last ditch effort. and it worked!)

The main room of my house gets almost no direct light, and the tanks will always be on thae same side as the window, meaning less light. Now that all the plants are in big jars on the mantle awaiting salt baths to ends, they are growing just fine! (bannna, watersprite, some type of wirey grass). Hornwort hates my water. I have bought it for the last time. It shreds into a mess by the end of the week.
I WANT a planted tank! I remeber I rarely did any maintainance in my Grandad's older planted tanks, they were always stable and only once had a "change me" tag. But before I get more things to wither and raise nitrite instead of helping, maybe someone has had luck with what I want already....?

I want a slow river setting for my gourami and later some tetras in a 18 gallon tank. I am using fake bogwood, it looks good once in water and plants will help the effect. The 18 gal currently has a ug filter and misc gravel. It has no top (the custom top needs a lot of repair, it was bent in half by movers) and has lighting from the glass shelf above.
neutral ph tap that has yet to ever register a change for any reason and very lightly acidic after it is in tank for a day.
What kind of light should I arrange above it. The tank is open and i wish to have floating plants that will stand these conditions. All my desired fish have jumping reps.
This set up will probably be repeated in my daughter's bigger tanks, but her room receives more light and her options raise.

Guess step one will be: What fish-safe substrate should I begin with to promote healthy plants in this condition?
 
How much light? Artificial or natural?

The large main front windows are all on the south western part of the house.
At this time of the year the light only comes into the room 3 hours from one side and 2 hours from the other.
On the ground floor the 5X8 window is greatly shaded by a long covered porch and roof high roses. axillary light from the catecorner dining area also comes in during the midday. The lighting above the tank is 2 -25 watt flourecents and a 25 watt halogen for portion of the day when tank is uncovered.
I don't have specific plant lighting at this point. The tank looks gnarly, with fibrous green-blue moss like you see in streams. It displaced the ugly brown moss that was in there earlier.The bamboo is flourishing as is the generic grass species. Everything else became goo. Now that the nitrites are flatlined at barely above zero I only do partials for freshness and evap. I don't want to fiddle too much while the babies are in residence. After the babies are gone, I will have to scrub it out and start at level zero again. And I will plan ahead. Hence my coming to this section.. :) I want to prepare flooring and lighting for some nice floating plants. and some soft fluffy low level plants beneath them.
