What is the cause of this

Injury or fin rot? I have a bunch of loose rocks in my tank not too sure what’s wrong

You need to be a little more explicit in what you are asking about. Are you talking about the spot on his chin or the coloration at the caudal peduncle?

Both I just now noticed the spot on its chin

The black spot on the chin ( and possibly the same with the black on his anal fin just look like reactions to where he was probably hiding in the rocks. As you can see in this picture:
The area by the tail is also lighter in color so unless on yours the area is fuzzy or has a raised appearance, it's not something to be concerned about. (y)
