when i have salt h2o live rock and sand

what order do i put them in the tank

Sand, water, then LR... IMO.... Get close as you can to the sand, then pour ur water... May still get dunes and if its cloudy, don't worry, it'll clear up after a few hours.

You can also set a plate or bowl on the sand and pour into it. I have heard that works well.
