Well I wouldn't condemn him because he probably wouldn't understand. People have different wants and expectations. His are nowhere's near yours or mine. You can't force someone to become an ethical aquarist if they don't share the same passion. Sad but true.

Absolutely you hit the nail on the head. He is doing the very best that he can with the knowledge that he has. There is only teaching to be done in a kind and considerate manner. Maybe he will come to understand a little more about keeping fish.
